It is a sickening practice that has no set standard of rules to finish off the persisting problem. Different states have different methods and agencies to help prevent abuse in the home, some work quite well while others bomb – a dangerous gamble when it comes to the life or mental state of a child. The precise number of deaths each year is not known because of the extent of most fatality investigations that could be suspected as child abuse but are seen as open and shut death cases. A report from the National Center on Child Abuse and Neglect, however, depicts more than three million reports of alleged child maltreatment practices in the year of 1995 alone. Many more children are living with abuse rather than dying from it, too. So what steps are being taken to protect our nation’s children? All states have a Child Protective Services (or CPS) system. This is the governmental system responsible for investigating reports of child abuse or neglect. In state after state, the CPS agency lacks the resources to respond adequately to the overwhelming number of reports it is legislatively mandated to investigate. All fifty states have child abuse reporting laws requiring reports of suspected abuse to be made by specified professionals and others whose work brings them into regular contact with children. Any citizen may report suspected abuse as state laws provide for reports to be made to the CPS agency or its equivalent, or to a law enforcement agency. In most states, investigations are conducted by CPS personnel, although law enforcement officers may also be involved. The basic concern of child welfare workers is for the safety of the child. Assessment of the risks involved in leaving a child with its family must be made quickly because children cannot be removed from their families arbitrarily. Once a child has been removed, the goal of child welfare agencies is to return the child to the family. Ideally, caseworkers develop a plan to provide parents with the education of the care that children need, free from abuse or neglect. This plan is not always carried out to its full intention. No state has the financial resources to provide all the services to the children and families who need them. A problem is that in state after state, CPS workers have excessive caseloads, are paid low salaries, and lack adequate training for the sensitive work involved in investigating abuse reports, and participating in decisions to remove children from their families then placing them in foster care. The turnover rate among child welfare workers is exceptionally high. A report done by the United States Department of Health and Human Services showed the rate of 30 percent to be the norm, annually. Whatever the reason – inadequate funding, unavailable services for children and families, high turnover rates, lack of training, overwhelming numbers of reports – questions are being raised about the CPS system. The system is based on the assumption that removal from a troubled family, followed by a return to the family when that can be done safely, is best for the child. A different approach to the problems created by child abuse involves Family Preservation Services (FPS). Removal of the risk, rather than the child, is the goal of Family Preservation Services. FPS programs seek to modify the home environment or behavior of other family members so that it is at least as safe for the child to remain in the household as to be removed. Family preservation is based on the assumption that out of home care hurts children, and on the recognition that most families referred to Child Protective Service can and want to learn new ways of coping with stress. Rather than breaking families apart in order to treat them, intensive family preservation services seek to protect children and heal families by keeping them whole. Specifically, FPS provides intensive services in the home to all the members of a troubled family for a relatively short time – four to six weeks. Professional staffs are usually assigned two, but no more than four, families at a time. Caseworkers are available to families twenty-four hours a day, seven days a week. A worker can stay as long as necessary to stabilize the household, whether that means six, ten, or twelve hours. Ten states have initiated FPS programs by legislation including: California, Colorado, Connecticut, Florida, Georgia, Illinois, Iowa, Kentucky, New York, Pennsylvania, Tennessee, Texas, and West Virginia. Homebuilders, an FPS program based in Tacoma, Washington, provides the longest running assessment of the effectiveness of family preservation services. From 1981 to 1994, Homebuilders saw 3,497 children. Evaluation data indicted that three months after completing the program, an average of 94 percent of the families had avoided out of home placement. Twelve-month follow up data showed that placement had been averted in 88 percent of the cases. Furthermore, the cost for Homebuilders’ family services was only $3000 per case while the costs for an average foster family home placement in the state was $7586. There is a down side to the Family Preservation Service, though. The track record of FPS seems impressive, but a closer look at another side reveals it’s not doing such a great job. According to the Clarke Foundation, there has never been a case of parental abuse or neglect causing serious injury or the death of a child while receiving family preservation services. Once abuse or neglect is found or significant risk of its occurrence is identified, cases are transferred to the treatment unit. Workers in these units are responsible for assessing family needs and connecting the family with appropriate resources and services to address those identified areas. They are also responsible for monitoring the family’s success at utilizing the available services, and communicating with various service providers to assess the ongoing safety of the children and the progress of the family. They close cases when significant progress has been achieved to eliminate or minimize the ongoing risk of abuse to the children. The Statewide Unification Unit is responsible for providing intensive reunification services for children who can potentially return home within six months. Staff work closely with the children, their natural family, and the care provider to facilitate smooth transitions and successful reunification. When the goal of returning children to their natural families is no longer appropriate, the social workers write Termination of Parental Rights (TPR) petitions, which, once approved by Family Court, allow children to become free for adoption. They develop long term foster care plans for those children whose parental rights have been terminated, but for whom adoption or returning them to the home is not an appropriate goal. They are also responsible for providing assistance throughout the adoption process to support successful adoptive placements. It has been shown that through most personal accounts, that parents never really learn to take care of their children without using abuse. Because of this, it seems quite logical to make the main focus on protecting the child, then if returning them to their family is assessed as being completely logical, that is the way to go. I propose that a system of â€Å"three strikes-your out† be implemented. With this, the parent will lose rights to the child for a short time while they go through training and counseling. If they are deemed not insane, then they may care for the child again with the warning of what will happen to them. They will have a sort of parole officer that will check up on the family annually. On the second offense, there will be further counseling, jail time, and other means of reform. If they are granted custody again, they will be checked on frequently and unscheduled. If they can not handle the child without abuse from there, the child will be put up for adoption. There are very long waiting lists for parents who would love to adopt a child and will provide a loving family that should be utilized. The state would let the new parents take care of the child financially, but would pay for counseling of that child and training for the rest of the family on how to love on the abused. If in later years, the parent has redeemed him/herself, then they will be allowed to visit and take the child on trips and be allowed to be a friend. After the child has reached the age of eight-teen the will be allowed to decide who they would like to stay with. No system for child protection is going to be full-proof. There are steps that can be taken to improve them. Any system is only as good as the people who implement it. Representative Kaye Steinmetz of Missouri is proposing legislation to require additional training for Child Protective Services workers, establish a state team to assist with investigations of difficult cases, and provide for statewide protocols to ensure proper investigations. Representative Debbie Stabenow of Michigan advocates early identification of parents at risk of becoming abusers. Michigan Perinatal Coaching project is an example of this. Developed by the state’s Children’s Trust Fund, the project matches parent volunteers with parents of newborns. Through the child’s first year, the volunteer provides support to the parents, whether that involves advice about discipline or other areas that new parents may find difficult. A similar program called Family Skill-Builder is offered in the state of Massachusetts. It offers an in home case management series for families who are at risk of abusing and neglecting their children. The beginning of this woman's well to do life in a poor southern state consisted only of herself and her domineering father living in the same house until the calling of God summoned her elsewhere. Miss Emily managed to make it to age thirty still being single with only the help of her father and "she would... continue to cling to that which had robbed her"(472). The town's people assumed that "none of the young men were quite good enough for Ms. Emily and such"(471). When the only person in Emily's life passed on, she stood in denial and refused condolences an aid to bury her father from the town ladies. The damage that her father had bestowed upon her by sheltering her from the rest of the world was starting to emerge at the time of his death. By over-protecting Emily and "clutching a horsewhip"(471) to control her life, caused her to become hermit-like in the town she grew up in and knew very well. This creator of Emily must have lead her life for her in every way, fore when he exited the earth, he managed to take a big part of her with him. I believe this caused a confused state in which Emily really didn't know herself, causing her to be so afraid of being alone that townspeople were "trying to persuade her to let them dispose of the body... for three days"(471). Emily came upon and involved herself with a second male figure that turned out to be her lover. In the end Emily poisons her lover to keep him from leaving her. The fulfilling plot is retold by the townspeople as if they were all reflecting upon her life and the things they remembered. By the author reflecting back, using the whole town, it gave the story a sense of upcoming purpose. The climax continued to climb starting "when the smell developed"(470) to Emily purchasing the arsenic and finally the very end when the realization was put forth by "a long strand of iron-gray hair"(475) implying that she really killed Homer. The author's tone carried sympathy for Emily as stated by the townspeople, when they said "poor Emily"(472) several times. The characterization of Emily was also provided by the description of her house that had once been white, decorated with a nice roof, steeple, and"scrolled balconies in the heavily lightsome style of the seventies"(469), compared to the current portrait given of "an eye sore among eyesores"(469). The townspeople who "had begun to feel really sorry for her"(471), along with her father, all provided an external unhealthy motivation that is responsible for her unthinkable actions of murdering Homer. A mixture of simple to read sentences along with minor dialog made the story easy to understand. I felt the style of writing provided a spirited suspense by not letting on that Homer was dead until the closing paragraphs. For me, stories like that keep me reading until the very end. A story like this, that took place in the south during the early 1900 hundreds basically got away with murder. If the setting for this story would have been present day 2000, it would have upset and infuriated some readers for the fact that a crime was committed and no one were prosecuted. Khan trained to be a wireless operator in occupied territory- the first woman to be deployed in this capacity. By the time Khan was assigned this mission, operators in this job were considered lucky to survive two months before being captured. In June 1943, Khan, along with a few other agents, arrived in France, where they were met by Henri Dericourt, a French SOE agent. Khan was assigned to work in the sub-circuit led by Emile Garry in Paris. However, within weeks, the Paris circuit was discovered and almost all her fellow agents were swept up by the Gestapo- making Khan the only remaining operator in the region. She was offered the option to be pulled from the field, but insisted on staying and completing her mission. Survival and Betrayal For the next four months, Khan went on the run. Using every technique possible, from changing her looks to changing her location and more, she evaded the Nazis at every turn. Meanwhile, she determinedly continued doing the job she was sent to do, and then some. In essence, Khan was handling by herself all the spy radio traffic that would normally be handled by a full team. Unfortunately, Khan was discovered when someone betrayed her to the Nazis. Historians disagree as to who the traitor was. There are two most likely culprits. The first is Henri Dericourt, who was revealed to be a double agent but who may have done so on orders from British intelligence MI6. The second is Renee Garry, the sister of Khans supervising agent, who may have been paid off and who may have been been seeking revenge on Khan, believing she had stolen the affections of SOE agent France Antelme. (It is unknown if Khan was actually involved with Antelme or not). Khan was arrested and imprisoned in October 1943. Although she consistently lied to investigators, and even attempted to escape twice, her shortened security training came back to hurt her, as the Nazis were able to find her notebooks and use the information in them to impersonate her and continue to transmit to unsuspecting London headquarters. This resulted in the captures and deaths of more SOE agents who were sent to France because their superiors either did not realize or believe that Khans transmissions were fake. Death and Legacy Khan attempted escape once more, along with two other prisoners, on November 25, 1943. However, a British air raid led to their final capture. The air raid sirens triggered an unplanned check on the prisoners, which alerted the Germans to their escape. Khan was then taken to Germany and kept in solitary confinement for the next ten months. Eventually, in 1944, Khan was transferred to Dachau, the concentration camp. She was executed on September 13, 1944. There are two differing accounts of her death. One, given by an SS officer who witnessed the execution, portrayed it very clinically: a death sentence pronounced, some sobbing, and the execution-style deaths. Another, given by a fellow prisoner who survived the camp, claimed that Khan was beaten before being executed, and that her final words were â€Å"Libertà ¨!† Posthumously, Khan was awarded multiple honors for her work and her bravery. In 1949, she was awarded the George Cross, the second-highest British honor for bravery, as well as the French Croix de Guerre with a silver star. Her story endured in popular culture, and in 2011, a campaign raised funds for a bronze bust of Khan in London, near her former home. Collecting Data for the Problem Behavior When you are writing an FBA (Functional Behavior Analysis) you will need to collect data. There are three kinds of information you will be choosing: Indirect Observational Data, Direct Observational Data, and if possible, Experimental Observational Data. A true Functional Analysis will include an Analogue Condition Functional Analysis. Dr. Chris Borgmeier of Portland State University has made a number of helpful forms available online to use for this data collection. Indirect Observational Data: The first thing to do is to interview parents, classroom teachers and others who have had ongoing responsibility for supervising the child in question. Be sure that you give each stakeholder the functional description of the behavior, to be sure it is the behavior you are seeing. You will want to explore instruments for collecting this information.  Many questionnaire formats evaluative forms are designed for parents, teachers and other stakeholders to create observational data that can be used to support student success.   Direct Observation Data You will need to determine what kinds of data do you need. Does the behavior appear frequently, or is it the intensity that is frightening? Does it seem to occur without warning? Can the behavior be redirected, or does it intensify when you intervene? If the behavior is frequent, you will want to use a frequency or scatter plot tool. A frequency tool can be a partial interval tool, that records how frequently a behavior appears during a finite period. The results will be X occurrences per hour. A scatter plot can help identify patterns in the occurrence of behaviors. By pairing certain activities with the occurrence of behaviors, you can identify both antecedents and possibly the consequence that is reinforcing the behavior. If the behavior lasts a long time, you may want a duration measure. The scatter plot may give you information about when it happens, a duration measure will let you know how long a behavior tends to last. You will also want to make an ABC observational form available for any people who are observing and collecting the data.  At the same time, be sure you have operationalized the behavior, describing the behaviors topography so each observer is looking for the same thing.  This is called inter-observer reliability.   Analogue Condition Functional Analysis You may find that you can identify the antecedent and consequence of behavior with direct observation. Sometimes to confirm it, an Analogue Condition Functional Analysis would be helpful. You need to set up the observation in a separate room. Set up a play situation with neutral or preferred toys. You then proceed to insert one variable at a time: a request to do work, removal of a favored item or you leave the child alone. If the behavior appears when you are present in a neutral setting, it may be automatically reinforcing. Some children will hit themselves in the head because they are bored, or because they have an ear infection. If the behavior appears when you leave, it is most likely for attention. If the behavior appears when you ask the child to do an academic task, it is for avoidance. You will want to record your results, not only on paper but perhaps also on a videotape. Time to Analyze! Once you have collected enough information, you will be ready to move on to your analysis, which will focus on the ABC of the behavior (Antecedent, Behavior, Consequence.)

Economic Impact of Pollution on Health Essay

Environmental degradation has indirect relationship with economic activity of households by affecting their health. Diseases borne by environmental pollution result in loss of income, loss of working hours, low labor productivity and heavy expenditure on health by households. This research assessed the economic impact of environmental pollution on human health. It was a micro level study conducted in the district of Rawalpindi. For this purpose, primary data was collected through interview schedule by using simple random technique. The extent of relationship between pollution borne diseases and income loss, expenditure on health and working hours was estimated through ANCOVA regression model using mixture of quantitative and qualitative variables. Results revealed the fact that there is both water and air pollution in Rawalpindi. Pure drinking water is seldom available. People are widely suffering from pollution borne diseases. Due to incidence of pollution borne diseases like malaria, hepatitis and asthma; household’s expenditure increases significantly. Of three diseases malaria is less dangerous according to economic point of view, because its treatment takes fewer resources out of total expenditure, while asthma and hepatitis occupies a large share of household expenditure. Income of household’s did not show significant response towards diseases, this result is justified by the logic, as when any member of family gets ill, other members or he/she himself try to earn more to meet health expenditure. On the other hand, outbreaks of such diseases in a country transmit a great shock to GDP of that country, because Govt. has to allocate certain handsome amount of budget to deal with such serious health issues. Similarly, it was observed that working hours of labor are seriously affected by the incidence of such diseases. Moreover, an affected person’s productivity also differs significantly from those who are healthy. Pollution is a negative characteristic of environment which causes degradation and affects the activities of individuals living in the environment. It is suggested that there must be some sound policy to defend the environment of Rawalpindi, so that quality of life can be better off for citizens. Birdwood-fringe 2013 Essay

Birdwood-fringe 2013 consisted of many shows but the one that really caught my eye was â€Å"The Terrible Infants†. The play was cast with previous and current students who attend Birdwood High. Many, if not all have had drama production background, working in school productions and the local theatre group TOTTS (Top of the Torrens) productions. Knowing these students, I expected to be wowed from the start and my expectations were not let down. Right from the start, every character was switched on, working as one, moving as one. They knew where they were meant to be, what they were meant to be doing at every second. Every lights down they knew what props they needed to collect and did it with no noise. Even when one of the props weren’t collected or in their right place each character chipped in without it being noticed by the audience to show/point/grab where the prop was. When the butcher‘s (Courtney Bryant-Leray) apron didn’t go on as planned she still placed it onto her, even though it was on sideways. Ignoring she had it on wrong, she still went on with her lines and actions as though it was meant to be like that only fixing it when the spotlight was on a fellow cast member. The whole play in general was exciting. Using lighting changes e.g. green for the forest (Betrice scene) was very smart. Just changing the lights from amber to green instead of ending the scene, turning the lights off, setting up the scene so it looks like an actual forest would have been time wasting and then at the actual end of the scene having to turn the lights off, put the forest set away then getting the set back to normal would have been an even more waste of time, but instead they changed the set to a tree silhouette whilst the scene was in progress. The atmosphere of the entire play was warming, and enjoyable, making the audience feel welcome, without even saying a word to them. We were always laughing, feeling each and every emotion the cast was portraying, when they had a funny moment, we laughed, we were probably laughing most of the time, except when it came to â€Å"Thingummy Boy† scene. The scene Thingummy Boy was serious, the most intense scene in the whole play. During the play each character was facing the audience, making their moves over exaggerated, they emphasised words that were needed, but in the scene of â€Å"Thingummy Boy† they faced away from the audience, not moving or making a sound. It made the scene, sad, and if it had more of a meaning then the other scenes. When they did turn to speak they had no exaggeration, no emphasis in their words, their faces were blank, no smiles yet no frowns. The scene was the one that impacted the audience the most. Even though the play wasn’t an original that the group wrote themselves, they made it their own, adding lines and taking actions out. They put their own twist in every scene, in every character. It was a unique play, that was shown beautifully.

In his essay Canadian Passion Not Flagging, Black talks about how the Americans wave their flag and Canadians do not. Americans have their flag everywhere; hanging inside malls, and even at the gas stations. In his essay Canada: Too Polite to Live, it says how the American Declaration of Independence demands life, liberty, and the pursuit of happiness. Canadians have settled for peace, order, and good government. Another difference between Americans and Canadians according to Arthur Black is that the Americans know much more about their countries history than Canadians know about theirs. Toronto is definitely not one of Arthur Black’s favourite places to be. He explains in the essay Toronto: Not Quite Ready for Prime Time, Black says how â€Å"it doesn’t have the easy beauty of Vancouver, or the joire de vivre of Montreal. It lacks the architectural grace of Ottawa and the mountainscape backdrop of Calgary†. Black says it feels fast, brittle, cold, and arrogant, and that it is all about money. He says how Torontonians do not look like they are having a good time, and at sporting events the fans are much quieter than other cities in Canada. Black says how they think ‘The Rock’ (massive slab of Muskoka granite) is a waste of space in the downtown park. It is pointless and they would rather have something there that would make money. He says how Canadians don’t know their own national anthem, and in the article O Cana-a-do (re, mi) Arthur talks about how if a Canadian is accused of being an American, they will fight until it is proven otherwise. Also, to be Canadian, it is almost a must to have an interest in hockey. Hockey is the one sport Canada can safely say they are the best at. People from Canada know a different level of cold than places like the USA. In the article A Samaritan with Jumper Cables, Black says how â€Å"this aint a country; this is winter. † Also in that article, he tells some stories about how polite and kind people from Canada are and how if the car spun off the road or ran out of gas, Canadians would be there to help right away. Arthur Black’s main classification of Canada is polite, and that is most likely the rest of the world’s opinion also. Your Canada Winter in Canada is much different than winter in other countries. For one, it is much longer. Winter lasts about six to eight months, and it can be unbearably cold. The days are significantly shorter than summer, which makes it that much harder to wake up for the day at school or at work. Having to shovel the driveway isn’t Canadians favorite pastime at seven in the morning when they are going to be late for work. Also what needs to be taken into account is making sure the car is plugged in during the night. When that is forgotten in the cold days of winter, it is pretty hard to get anywhere because no car would start if it was sitting outside. The season of winter in Canada isn’t all bad though, it is very pretty at times. Waking up and looking out the window to a fresh blanket of snow is one of the greatest sights for a Canadian. Also, sitting by the fire place with it white outside, drinking a warm cup of cocoa is the best on a snowy day. Winter for Canadians also means hockey. Whether it is hockey in a rink or shinny on a frozen pond, Canadians love their hockey. For many Canadians, being active in winter is an important part of enjoying life. There are many other outdoor winter activities, including skiing, ice fishing, walking, skating and tobogganing, amongst others. Winter also means Christmas. Christmas is the longest break for students in school, so it is a much anticipated holiday. It seems like everyone is in a much better mood when Christmas is coming, it might be because they get to see family and they get time to put up their feet and relax. Sometimes people from other countries will ask â€Å"how do you tell people apart when they bundle themselves with a winter jacket†, but the truth is, that’s exactly how to tell people apart. People around the city get to know what jacket others have, and that becomes their identity. It sure saves a lot of time picking out an outfit to wear for the day when a winter jacket ends up covering it up anyways. The cold winter days are also a great time to catch up on the missed TV shows. In the summer, there is always something to do because the days are bright so long. In winter, it gets dark at around six, which leaves plenty of time to catch up on favorite TV seasons. Canadians are winter experts and know how to make it the best it can possibly be.
